Can an inspection revel if a home has an infestation problem?

Not in all cases. Insects and animals can feel vibrations and sounds as the occupants move about in the home and they scurry away from view. Ants may not show themselves during the inspection and mice in the attic and/or walls will be below the insulation and quite until evening.
